The update of the Waste Management Plan approved with Decree of the Regional Council no. 988/2022, falling within the Regional Strategy for Sustainable Development, Circular Economy and Green Deal Package, proposes a new perspective as part of an overall economic-territorial development strategy of the Region, which must provide for a close connection of all actions that contribute to sustainable development in Veneto at various levels.

As part of the actions aimed at implementing the circular economy, the update of the Plan specifically aims to encourage and support the production sector for the enhancement of:

  • industrial by-products and symbiosis
  • directly reusable waste materials with specific characteristics
  • materials from the recycling/recovery of waste that has ceased to be waste (End of Waste)

The Plan aims to support the new recovery chains that may emerge, based on the assumption that the technological development required by the ongoing environmental revolution (according to the implementation of the concepts of circular economy and sustainable development) will lead over the years to a constant identification of new types of waste that can be transformed into resources for the production sector.

For the incentive and connection of these issues, see the Plan Update, in Paper C Special Wastes. Monitoring of the implementation status of the Regional Waste Management Programme (PRGR) 2010-2020 and Objectives 2020-2030, Focus of in-depth analysis no. 1 – Circular resources for the production sector: incentive for by-products and End of Waste, provides for the establishment of a Regional Coordination for the Circular Economy and Development that represents an institutional table of comparison for the sharing of strategic objectives of regional policies related to the circular economy, guaranteeing the participation of stakeholders and trade associations.

As part of this Coordination, a series of actions were launched during 2023 with the aim of implementing the principles expressed above, such as:

  • Establishment of the Technical Working Group for End of Waste
  • Establishment of Regional Coordination for by-products
  • Signing of the Memorandum of Understanding concerning the Circular Economy
  • Signing of the Memorandum of Understanding concerning Sustainable Construction
  • Approval of guidelines for Recycling/Upcycling Centres
